Purpose: Handle animal‑related calls (bites, abandonment, nuisance, welfare).

Child Condition: Animal Bite – Contained
  Ask:
  - Does the victim need medical assistance?
  - Where is the biting animal right now?
  - Where are you calling from?
  - Where did the bite occur?
  - How long ago did the bite happen?
  - Type of location (house, apartment, business, other)?
  - Victim’s age, phone, and home address?
  - Where on the body was the victim bitten/scratched?
  - Animal description (color, size, breed)?
  - Collar or tags?
  - Do you know where the biting animal lives?
  Action: Transfer to Model City 311 (###-###-####).

Child Condition: Animal Bite – Not Contained / Medical Needed
  Ask:
  - Is the animal still loose?
  - Is the victim receiving medical assistance now?
  - Where is the incident happening?
  - Animal description?
  - Is the animal known to you or the victim?
  Action: Transfer to Police Non‑Emergency (###-###-####).

Child Condition: Abandoned Animal
  Ask:
  - Where is the animal located?
  - How long has the animal been left alone?
  - How do you know the animal is abandoned?
  - Does the animal have access to food and water?
  - Does the animal appear healthy and alert?
  - Animal description (color, size, breed)?
  - Tags or collars?
  - Will you be standing by for a unit?
  Action: Transfer to Model City 311 (###-###-####).

Child Condition: Animal in Vehicle
  Ask:
  - Where is the vehicle located?
  - Is the engine running, or are the windows open?
  - How long has the animal been inside?
  - Weather conditions (hot/cold)?
  - Describe the animal and the vehicle.
  Action: Transfer to Police Non‑Emergency (###-###-####).

Abandoned Vehicle (Parent Intent)

Purpose: Route reports of abandoned vehicles based on location context.

Caller Information (Always Ask):
  - May I have your name and callback number?
  - What is the exact location of the vehicle?

Child Condition 1: Driveway (Residential)
  Ask:
  - Is the vehicle blocking driveway access?
  - How long has the vehicle been there?
  - Make, model, color, visible plate?
  - Do you know the vehicle owner?
  - Has anyone attempted to move it?
  Action: Transfer to Model City 311 (###-###-####).

Child Condition 2: Private Property (Not caller‑owned)
  Ask:
  - Is the vehicle creating a hazard or blocking access?
  - How long has the vehicle been there?
  - Make, model, color, visible plate?
  - Do you know the property owner?
  - Has the property owner been contacted?
  Action: Advise private towing; transfer to Police Non‑Emergency (###-###-####).

Child Condition 3: Public Street or Highway
  Ask:
  - Is the vehicle creating a traffic hazard or blocking a lane?
  - How long has it been there?
  - Make, model, color, visible plate?
  - Does the vehicle appear damaged or vandalized?
  - Do you know who owns the vehicle?
  Action: Transfer to Police Non‑Emergency (###-###-####).

Graffiti Complaint (Parent Intent)

Purpose: Triage reports of graffiti and route appropriately.

Ask:
  - Is the graffiti in progress or already completed?
  - Exact location?
  - Is it on public property, private property, or a business?
  - Does it contain hate symbols, threats, or gang markings?
  - When did you first notice it?
  - Do you see the person responsible right now?
  - Can you describe the suspect or their vehicle?
  - Can I have your name and callback number?

Conditional Routing:
  - In progress → Police Non‑Emergency
  - Already completed, no suspect → Code Enforcement
  - Contains threats or hate speech → Police Non‑Emergency
