Pre-Call IVR Language Selection

At call start, the caller may hear:

“Thank you for calling non-emergency. Para español, presione dos.”

Behavior:

• Pressing configured option triggers language switch.

• No selection defaults to primary language after timeout.

This method is deterministic and immediate.
