Over-Transfer Philosophy

ANET is intentionally biased toward escalation when uncertainty exists.

Design stance:

• It is acceptable to transfer a call that might have been automated.

• It is not acceptable to keep a call in automation when risk exists.

This reduces liability and protects caller safety.
