ANET is intentionally scoped to non-emergency call handling.
Design Assumptions
Emergency situations require immediate human response.
Uncertainty should favor escalation.
Automation must not delay access to a live call-taker when risk is present.
Because of this design:
Ambiguous or potentially unsafe calls may transfer.
Over-transfer is considered acceptable.
Under-transfer is not.
ANET does not replace:
Emergency call-takers
Dispatch authority
Agency telephony systems
It supports non-emergency triage within defined limits.
