Non-Emergency Scope and Boundaries

ANET is intentionally scoped to non-emergency call handling.

Design Assumptions

  • Emergency situations require immediate human response.

  • Uncertainty should favor escalation.

  • Automation must not delay access to a live call-taker when risk is present.

Because of this design:

  • Ambiguous or potentially unsafe calls may transfer.

  • Over-transfer is considered acceptable.

  • Under-transfer is not.

ANET does not replace:

  • Emergency call-takers

  • Dispatch authority

  • Agency telephony systems

It supports non-emergency triage within defined limits.
